Paragraaf

Do not translate the word "paragraaf" to "paragraph", as "paragraph" is the translation for "alinea", which is something else. I'm not sure what the right translation of "paragraaf" is. Perhaps "section"?

Ah, it is indeed "section". But, to avoid confusion, I used the HTML entity §, that the document itself also uses. The entity is appropriately called §. :)

Strobe lights

The way I read those articles, especially the second one, the lights were NOT legal in this case... You were not working 'on the road itself', but infrastructure around it (unofficial infrastructure even). However, I think it's wise to still keep using the lights, especially after dawn.

No, we were in this case working in (under) the road, which was why we had to cross it many times, with and without 20 meter PVC tubes. Work "in" and "aan" (which I read as "alongside", not "on") the road is legal by that article.
