In the Netherlands, unfortunately it's mandatory to carry a passport.
As of January 1st 2005, everyone age 14 and up can be asked for his ID by police and other officials.
- If they ask, you must show your ID.

What you can do about it
- Risk being detained and fined (50 to 2250 EUR)
- Try telling them you're 13 y/o
- Always ask the (wannabe) cop for his ID first!

Other uses of your Passport/ID
You could also use your passport/ID for :
- CAcert assurers to assure others (better bring two pieces of identity).
- PGP keysigning Web of Trust.

Alternative ID
Of course any type of ID that lets you travel to the Netherlands is ok. This includes most, if not all national ID cards from EU and Schengen countries. Please double check yourself to avoid problems.
